Which prophets are the Church's foundation?

So I saw this interesting fomment of Rev John Gill on Eph 2:20
"The prophets of the Old Testament, and the apostles of the New, who agree in laying ministerially the one and only foundation, Jesus Christ; for not the persons of the apostles and prophets, nor their doctrines merely, are here meant; but Christ who is contained in them, and who is the foundation on which the church, and all true believers are built"
Are the prophets referred to the prophets of the Old testament? Or the prophets of the New?
I remember reading in a study bible that the prophets of the new testament/apostolic age are referred to
What do you think brethren?
 
Old Testament. Compare Revelation 21:12–14 which has both the 12 tribes of Israel as the gates, and the apostles as the foundation.
 
Paul Eph.2.20 is almost certainly referring to Scripture, not persons per se, but agents of divine revelation velation. Christ is Word Incarnate.
 
I would agree with Rev. Bruce, when he says, "agents of divine revelation", which would include Noah, Abraham, Moses, King David, and the other OT prophets, as well as the apostles (and gospel writers) of the New.
