Masculinity in Ezra

I am reading Ezra, and was wondering if much of the narrative supports men leading in responsibility.

For example, in ezra 2:64-65 it talks about their being 42,00 men and 7,000 women and children who were a part of the returning of Israelites to Israel from Persia. Additionally, Ezra uses terminology like "the heads of the fathers houses" (Ezra 1:5). Is it taking it out of context to apply male leadership today? Are these situations in which the men are acting as representatives for the Israelites?
