Does anyone know where to find a list ,by name, of the delegates to the Synod of Dort??

Crisis in the Reformed Churches: Essays in Commemoration of the Great Synod of Dort, 1618-1619 published by the Reformed Fellowship, Inc., Grand Rapids, MI, 1968 has a complete list of the delegates.

Franciscus Gomarus, Gisbertus Voetius, Pieter Plancius and Johannes Bogerman were among the Contra-Remonstrants. Jan Uytenbogaert and Simon Episcopius were among the Remonstrants who were dismissed from the Synod before the Canons were prepared. More info here.

The synod of the Reformed churches of France, meeting in Cevennes, had delegated the following to be its representatives at the synod of Dort:

Pierre Dumoulin - minister of Paris
Andre Rivet - minister of Thouars
Jean Chauve - minister of Sommieres
Daniel Chamier.

On October 2, 1618, notice was received that the king refused to grant permission to these men to leave the country. Later efforts to persaude him failed. Hence the seats allotted to the French delegation were not filled.

The following credentials were presented at the thirty fourth session of synod, held on Monday morning, December 17, 1618.

Delegated by Duke John of Nassau for the churches of Nassau-Wetteravia
Johannes Bisterveldius - court preacher; superintendent at Siegen
Johannes Alstedius - professor of theology at Herborn (Bisterveldius passed away at Dordrecht on March 11, 1619, and his seat was taken by Georgius Fabricius - minister of Windeck.)

Margrave Georg Wilhelm had also delegated two men to represent the Reformed churches of Brandenburg, who were prevented from attending because of intense Lutheran opposition. The two appointed were:
