Was the Kingdom of God under the old dispensation confined to the Jews?

What do we make of Melchisedec and Jethro?
 
Ordinarily yes....

WCF 25:2 The visible Church, which is also catholic or universal under the Gospel (not confined to one nation as before under the law), consists of all those throughout the world that profess the true religion (Psa_2:8; Rom_15:9-12; 1Co_1:2; 1Co_12:12, 1Co_12:13; Rev_7:9); and of their children (Gen_3:15; Gen_17:7; Eze_16:20, Eze_16:21; Act_2:39; Rom_11:16; 1Co_7:14): and is the kingdom of the Lord Jesus Christ (Isa_9:7; Mat_13:47), the house and family of God (Eph_2:19; Eph_3:15), out of which there is no ordinary possibility of salvation (Act_2:47).
