Enable username changes

Allow members to change usernames through their user CP. Sometimes the name can get old and moldy. . It would be realistic to allow these changes only once a year, that would prevent members from abusing this feature.

This would be chaos. If you need a new username (maybe you used your real name as your username for instance), contact a moderator to change it.
