Primary and Secondary issues

In christian circles today it is fairly common to hear talk of 'primary and secondary' issues, to determine if we are going to fellowship with a brother or church holding different views than us.

I would appreciate anyone would be willing to share their views on this, its scripturality, if they agree with it, and any supporting verses.
