Is he good? Hear is a review I read....

"Philip Hughes, A Commentary on the Epistle to the Hebrews (Eerdmans). In my opinion, this is the best English Bible commentary on this difficult epistle. Unfortunately it is out of print. Hughes was an Anglican and a good Calvinist and a top rate expositor."

Is it worth $40?
 
Derek Thomas recommends it, along with Owen and John Brown. Good company.

The Cambridge History of English and American Literature identifies commentaries by Gouge and Owen as "amongst the most elaborate and best known" on Hebrews.
 
Edit: William Gouge's commentary on Hebrews is available for $52.50 at Reformation Heritage Books and Solid Ground Christian Books.

Note concerning William Gouge's commentary on Hebrews:

This massive book, originally published in three volumes, contains the notes of more than a thousand sermons given over a thirty year period at Blackfriars. The first volume was published in 1655; Gouge was still working on the last half of the last chapter of Hebrews when he died. His son, Thomas, completed it, using his father's notes. It is a golden exposition of the fullness of Christ, second only to Owen on Hebrews.
