Where did Clowney say that "spiritual gifts are natural gifts heightened by the Spirit"?

I was watching a debate between Michael Horton and Craig Keener on spiritual gifts and heard Horton say (at around 18:35), "I'm inclined to the view that I've read Ed Clowney express, that actually spiritual gifts are natural gifts heightened by the Spirit."

Does that ring any bells with anyone? I'd like to read the book or article or whatever where Clowney expressed that view.

There is a difference between those abilities that have been ours from childhood and new gifts that surprise us in service.
