Unbelievers still under the covenant of works?

Richard what does the term Republication of the CoW mean, say those who may believe it was republished in the Mosaic,
does it mean it is re-established, renewed or continued with its terms & conditions expanded in some sense, as I'm leaning to a "Republication of the CoW" in the Mosaic as Christ had to fulfil the CoW to gain redemption for His people, but the N.T. didn't see the need of him to be tested in a new garden of eden, with a new tree of knowledge of good & evil, so methinks in some sense it was in the Mosaic, obviously along with the CoG!

I do hold man is fallen & has already broken the terms of the CoW Federally so can in no way work his own salvation, that Mosaic Law was a prefigurement of Christ as well as some thing he fulfilled to gain redemption in both obeying it to gain Righteousness for us & suffering its penalty to gain our pardon.The Law kills & condemns the guilty & drives him as a schoolmaster to Christ, though the pleasant fruits of righteousness are placed in a man at his regeneration, being the spirituality of the Law, though never perfect, which occurs simultaneously with his Forensic Justification in Christ.

The CoW didn't need to be republished in order that our Lord could fulfil it. The broken CoW still stood after Adam sinned, the difference being that although sinners were bound by the moral law of the CoW, and although they were subject to its Curse for having broken it, for all sinners the sanction of reward was out of reach by means of works. If someone "arrived on the scene" who was not a sinner, He could "pick up" the CoW once broken by Adam and fulfil it. God introduced the CoG immediately (Gn 3:15) and invited and commanded sinners to seek salvation by the means of the Promised Seed who would defeat Satan's schemes by fulfilling perfectly the CoW. Although sinners were under the law of the CoW and subject to its Curse, it was now sinful to seek the sanction of reward except by means of the grace set forth in the Promised Seed.

The Mosaic Covenant graciously taught those under its administration who had Faith, and those who didn't about the moral law, about the Curse, and about the need to seek the sanction of reward by grace through a mediator and propituatory sacrifice.

The same thing happens under the New Covenant when the law is preached, when Hell is preached, and when God's grace in Christ is preached.

As has been pointed out by many scholars, the articulation of the moral law in the Law does not necessarily mean that the Covenant of Works was republished any more than the existence of elements of the moral law in God's declarations to Abraham made it a republication of the Covenant of Works.

A republished or renewed CoW would involve the Lord encouraging and commanding sinners to seek benefits from Him, temporal and/or eternal, on the basis of their works apart from grace and ultimately dependence on the Promised Mediator.
