The "Christological understanding of the State" was the Erastian view, and opposed by covenanters such as Samuel Rutherford and George Gillespie. The Associate Presbytery in Scotland maintained the opposition of the covenanters to Erastianism, and therefore rejected the Reformed Presbyterian doctrine that State authority is derived from Jesus Christ as Mediator.

For a traditional reformed interpretation, one might consult John Brown of Wamphray's commentary on Romans 13, which does not have any problem understanding what is meant by "conscience sake."
