So what is the story with the PCA forming so much later?

Different denomination. The PCA comes from the PCUS. The OPC originally called itself the PCA but I believe changed their name due to a law suit.

In 1936, the group that would become the OPC left the PCUSA and took the name Presbyterian Church of America (believe it or not!). A lawsuit from the PCUSA led to a search for a new name, eventuating in the "OPC" three years later.

In 1973, the group departing from the PCUS (the Southern Presbyterian Church) took the much better name, the Presbyterian Church in America.
