Looking for Anselm reference on "dicere" not reducing to mere intelligere

I am reading some commentaries on Anselm regarding the Verbum Dei and they note that Anselm refused to consider God's intelligere apart from the dicere of the Verbum Dei. In other words, as I understand it, we can't speak of God's rationality without speaking of the Logos inhering in the being.

And presumably Aquinas didn't like this move. The problem is, I am not sure about the Anselmic reference. I think it is either in Proslogion/Monologion or the Incarnation of the Word.
