Are the introductions to the Psalms inspired Scripture? Why or why not?

Example: Psalm 8:1 (BHS) To the chief Musician upon Gittith, a song of David.

Thanks, Austin, I'm glad to know that. Somehow it deepens appreciation to have even the small amount of background info.
I love Asaph's psalms as well as David's, and I'm sure it's possible to sense the different personalities.

Yes. They are part of the original Psalm and I do believe Jews consider the inscription as the first verse. Whenever I read a Psalm in church I always read the inscription even if the inscription is simply 'A Psalm of David'.
