Due to Israel's continued rebellion (Ezekiel 20) the Lord "gave them also statutes that were not good."

Does this refer to there adoption of the laws and idolatry (verse 32) of the nations around Israel? Or is it speaking of the Law of God itself and their inability to keep it? I lean towards the former.

Ezekiel 20:25
Wherefore I gave them also statutes that were not good, and judgments whereby they should not live;​
 
Fairbairn interprets it that the nation had been corrupted and were impure, but He further chastises them through them adopting the laws of the surrounding heathen. “to entangle them in the abominations of heathenism.” He draws a parallel with 2Thess 2, “those who receive not the love of the truth, and for this cause God shall send them strong delusions that they should believe a lie, and that they might be damned.” A heathenish admixture that polluted their gifts as v26 interprets v25.
