^Is the above correct? We must recognize these start ups as valid?

It depends on the circumstances, which can only be examined on a case by case basis. Much might depend on what the "gathering" calls itself, or what it claims for itself by way of validity and authority. A group of Christians might meet in a home because of the tyranny of distance and might have the blessing of the church oversight to meet in such circumstances.
 
Do you have any guidance on principles to judge these things case by case (you have mentioned a couple of general things in the above post)? I know that none here but myself can really judge the case that I am personally aware of, but I'm not entirely sure what exactly to look for. Perhaps the safest thing to do is to assume a body that self-consciously looks and acts like a church--though started and gathered by a single unordained man--is valid and its officers validly ordained until one develops an ability to judge these things?
