It simply means he spoke commandingly that they must immediately stop what they’re doing.
BDAG, the standard biblical Greek lexicon, has as part of the lexical range of this word “speak seriously.” The Douay-Rheims version has simply “commanded,” in line with what @SolaScriptura said above.
This highlights one of the struggles of Bible translation. Sometimes it is difficult to find a word or two that conveys exactly the lexical range of any particular Greek word, unless it’s a technical term like “propitiation.” You’re right: “rebuke” in English does seem to imply moral deficiency in the object of the rebuke. But this isn’t always the case with the Greek word επιτιμαω, which underlies it.
