CRANFIELD, C.E.B. A Critical and Exegetical Commentary on the Epistle to the Romans. Volume 2: Commentary on Romans IX-XVI (ICC - The International Critical Commentary).

STUHLMACHER, Peter Paul's Letter to the Romans. A Commentary.

The ICC works are a long-standing series, over 100 years in continuance. Most 20th century commentators, both of conservative stripe and liberals, referenced these works. For example: you can find J. Murray citing Sanday/Headlam (1896) in his commentary that came out in mid-century. Cranfield (who is apparently still living, age 93) would probably still be considered an important recent contributor in the history of Romans-interpretation (vol.1 1975, vol.2 1979).

The Parker book is probably an historical survey or bibliography.

STUHLMACHER, Peter Paul's Letter to the Romans. A Commentary
The original was 1971, German, published in English in 1994.
