NOT WHY! How to or an article on the topic (which would communicate how or which would also address common problems with reading: volume, speed, etc.).

And not the Westminster Standards. I am familiar with those. Thanks Chris.

This doesn't qualify as an article (it's far too long) or actually something that has to do with reading Scripture per se.... but Samuel Miller's treatise on public prayer is something that would be well worth sharing with anyone you would consider having read Scripture. He's very clear there on issues of clarity of the speaking voice, and on gravity of the task (which I would daresay is the same whether one is leading the congregation in prayer or reading Scripture).
