Making More Thread Categories Subscription Only

Would it be possible to make the Country/World News category have an opt out option similar to politics and puritan pub? While I like the idea of posting about then news, it seems to me that 3/4 of the threads become political debates after only a few comments.

When that happens, if the Mods don't notice it then please alert us to people who are violating the board rules so we can move the thread to the appropriate forum. We try to stay on top of that but we have a ton of additional usergroups already.
