I was wondering what your thoughts are on who should/can send a missionary/evangelist - the local church, presbytery or does it have to be a missions agency?
What are the pros and cons in your opinion?

My view (as our denom OPC does it) is that the church does the sending. That may be really at any level, so I think, but in our denom, our missionaries are ordained ministers so they are "sent" by the presbytery to which they belong, although their call to their ministry may be from a church, a presbytery, or even the denom missions committee on behalf of the total church.

Many local churches send missionaries THROUGH agencies.
It needn't be either local church or agency - if that agency respects the place of the local church.
The local church ordains and approves, the agency acts as a servant of the local church and confirms the local church's decision and then the missionary is sent.
