Is Joel to be seen as Pre- or Post-exilic?

It's hard to tell for sure, but he seems to be talking to people still living in the Promise Land.

Based on its position in the canon, it is grouped with the pre-exilic minor prophets.

From its position between Hosea and Amos I would say it is pre-exilic. Joel 3.4 seems to be a one verse summary of Amos 1. Liberal scholars, surprise surprise, tend to think of it as post-exilic.

It is becoming more and more popular for liberal (and some so-called evangelical) scholars to believe the entire OT is post-exilic, so if you asked them I guess it would be an obvious answer, eh?
