Psalm 22:27 "All the families...."

How do you interpret v27? Is this verse looking forward to the time when the church becomes catholic (with a small c) such that there are believers from families throughout all nations of the earth. Or is this saying that every person, within all nations will bow & acknowledge Christ's kingship over them? If the latter how does that reconcile with v29? Is this verse describing a period in time in the future for us, or is it now in the New Covenant in Christ?
