Where did Jefferson write, (paraphrased) "We're the friends of freedom for people everywhere, but the guarantors of only our own."

That sounds like John Quincy Adams after he penned the Monroe Doctrine, are you sure you are quoting Jefferson?

This is what I'm trying to distinguish. Some have sited JQA, others TJ. I've seen TJ attributed more with this quote.
