Samuel Ward's sermon "Jethro's Justice of the Peace" (1618) deals with corrupt magistrates. It is found in his Sermons and Treatises edited by J.C. Ryle.

William Gurnall wrote "The Civil Magistrate’s Portrait Drawn from the Word," which is found in The Christian's Labor and Reward.
