Matthew 28:19 - "...baptizing them in..." or "...baptizing them into..."?

I'm reading a commentary that notes that there is a controversy over whether the Church baptizes in or into the name of the Father, Son, and Holy Spirit. Do you believe the clause is noting by whose authority they are baptized, does it connote the fact that it signifies the union or identity that believer has in the household of faith, or both?
