I think Carson says Bock's commentary on Luke is all you need in his NT commentary surevey, and this was the best way to get a (in a way) "set" in there. If I could pick individual ones, I'd probably make some different choices for Matt. (possibly Carson and Keener) and Mark. (probably Lane and A Socio-Rhetorical Commentary by Ben Witherington) and to a lesser extent John (probably Carson), though Kostenberger is a very good scholar).
3. 3 is too hard. I can't think of a "set" (remember, you already have H/K), I'd have to mix some from the the NICNT, the NIGTC, the BECNT, the PNTC, and some Puritans or older Reformers as well, plus some Socio-Rhetorical Commentary by Witherington (Erdmans). It's just impossible to do this justice with one book, or one set.
(I'd add that background knowledge helps in exegesis, and so some complemtary books for exegeting the Gospels would be F.F. Bruce's A New Testament History and Witherington's New Testament History: A Narrative Account)
