Not yet. Their careers aren't over yet so the final chapter hasn't been written.
That's kind of my point. Brady and Manning have to be up there since they've accomplished way more than most of your list and they're still playing. That is, unless it's a list of strictly retired folks...

Here's how I'd place em:

1. Favre, cause I'm biased plus he holds all the career records that matter while never playing on the best team
2. Montana, won 4 superbowls and redifined QB composure in a revolutionary new system
3. Brady, greatest QB season ever + 3 superbowl championships
4. Elway, comeback kid has to make the top 5
5. Manning, might still become #1 by the time it's all said and done
6. Unitas, redifined the whole position
7. Marino, the best arm but never won the big game
8. Bradshaw, won 4 superbowls but defense was the key
9. Staubach, probably the most likeable (besides Favre)
9. Tarkenton, first scramblin' machine changed defenses forever
10. Starr, he just "metriculated" the ball down the field
