To which I responded in the PM without thinking:
Okay...I still want a drop down menu at "About Us." I want one of the options to be "Policy Manual." However, on that page I don't want the whole content of the Policy Manual to be there, I want it to simply be a table of contents and then provide a link to the bulk. However, if I create a separate page for that, I don't want it to be a link that's available on the menu bar or under about us. Basically, I want the link to not show on the menu, and only be avalaible from the Policy Manual Table of Contents page.
