Romans 7 is Paul's defense that the Law is only good in showing us that we are sinners in that we have not kept the Law. It also is a treatise of the residual sinful flesh of a believer. It in no way however condones the sins of a believer. A believer should strive not to sin out of gratitude to Jesus' suffering and death and God's kindness to provide a payment for the believers' sin debt.
