I love talking about Romans 7! It's absolutely my favorite! I very much agree with your position that Rom. 7 is speaking of Paul being a believer.

Try Vol. 6 of John Owen's works, the specific treatise within entitled, The Nature, Power, Deceit, and Prevalency of the Remainders of Indwelling Sin in Believers, on pp.154-313. The exposition is off of Rom. 7:21 and the surrounding area. This is, by far, one of the best and most thorough treatments that I've come across of what you're looking for!
