Generally, there is a declaration in an organization's constitution stating by what rules meetings are to be conducted. If there is no such a specific statement, Robert's Rules could not be appealed to in a final and decisive way.

It looks as if you should read them, though:
The PCA Book of Church Order makes the following statement:
19-1. Except as otherwise specifically provided in these Rules, Robert’s Rules of Order, Newly Revised, shall be the standard in parliamentary procedure.
