I have a copy I got back around the year it was published, by Rutherford House I think. It is a straight reprint of the typed dissertation. I presume the text has never been put into etext. But all it would take would be sending a copy to a POD publisher to keep it available I would think. It's a pity it is not formally published; though I would not want to be the one to reset the text (not for free certainly).

The Regulative Principle: Samuel Miller gives a succinct statement of this principle when he writes that since the Scriptures are the “only infallible rule of faith and practice, no rite or ceremony ought to have a place in the public worship of God, which is not warranted in Scripture, either by direct precept or example, or by good and sufficient inference.”
