Lamentations 3:31-33

Ok, I'm kinda confused about this passage-


31 For the Lord will not
cast off forever,
32 but, though he cause grief, he will have compassion
according to the abundance of his steadfast love;
33 for he does not willingly afflict
or grieve the children of men.


Ok. My problem is with the first saying from verse 32-but, though he cause grief,

And verse 33-for he does not willingly afflict
or grieve the children of men.


I know God doesn't contradict Himself, so what am I missing?
